Key Functions
To guarantee the “right to safety” so that all citizens can live with peace of mind in their daily lives, the Presidential Committee on Life and Safety took its first step on July 28, 2026. Launched in the spirit of the Framework Act on Life and Safety, the Committee reviews major national policies that protect the lives and safety of the people and performs the following key functions to build a better institutional system.
-
1. Deliberation on the Basic Direction and Master Plan for a Safe Society that Respects Life
We establish the overarching direction that serves as a milestone for government-wide life and safety policies, and deliberate on the formulation and major revisions of the Master Plan for Life and Safety, a statutory plan established every five years. In addition, we review policy consistency to ensure that safety plans across central ministries and local governments align with the principle of guaranteeing the public’s right to safety.
-
2. Monitoring the Implementation of Major Government Life and Safety Policies
From a balanced perspective uniting the public and private sectors, we review fatality and damage reduction measures as well as ministry-by-ministry implementation across key areas that threaten public life—including suicide, industrial accidents, solitary deaths, traffic accidents, natural disasters, and fires and wildfires. Where implementation is insufficient or requires supplementation, we diagnose the underlying causes and propose practical recommendations for improvement.
-
3. Identifying Safety Blind Spots and Recommending Measures to Protect the Rights of Victims and Safety-Vulnerable Groups
In linkage with social policies such as welfare, labor, and housing, we identify blind spots in protective measures for safety-vulnerable groups, including children, older adults, persons with disabilities, and workers at small-scale workplaces. Furthermore, we recommend institutional improvements to ensure that the protection of victims’ rights, trauma recovery, social remembrance and memorialization, and community recovery support are faithfully carried out on the ground.
-
4. Evaluating the Safety Accident Management System and Reviewing Safety Standards and Impact Analyses
We diagnose the national safety management system—spanning prevention, preparedness, response, and recovery—as well as the independence and transparency of accident investigation processes, helping lessons learned from accidents lead to the prevention of recurrence and institutional improvement. We also conduct prior reviews of how major laws and policies affect public safety and advise on reasonable directions for refining national safety standards operated across various sectors.
-
5. Supporting Public-Private Cooperation and Promoting a Culture of Safety and Respect for Life
We discuss efficient investment directions for national budgets related to life and safety, and support the transparent disclosure of safety-related information and public communication. Moreover, by listening broadly to voices from the private sector—including victim groups, civil society, and experts—we support the rooting of a culture of safety and respect for life throughout our society.
