The Presidential Committee on Life and Safety is a presidential advisory and deliberative body launched on the occasion of the enactment of the Framework Act on Life and Safety to safeguard the public’s right to safety and foster a society that respects life and prioritizes safety.
Until now, our safety policies have largely focused on post-accident response, fragmented across different ministries and types of incidents. With the enactment of the Framework Act on Life and Safety, however, life and safety are no longer viewed merely as state-granted protection; they are now firmly established as a fundamental right of the people—the right to safety—and the highest guiding principle of national governance.
In line with this paradigm shift, the Committee comprehensively reviews life and safety policies dispersed across various government ministries under a single, unified standard: protecting the lives of our people. We are committed to establishing a prevention-centered safety system that identifies risk factors from the earliest stages of legislation and policy-making, while closely monitoring the government’s efforts to reduce preventable deaths, including suicide, industrial accidents, and traffic fatalities.
In particular, we will examine whether protective measures for safety-vulnerable groups—such as children, older adults, and persons with disabilities—function seamlessly on the ground. Furthermore, we will provide policy recommendations to ensure that victims of disasters and tragedies are respected as key stakeholders in truth-seeking and the prevention of recurrence, with their rightful entitlements fully guaranteed.
Guided by an objective and balanced perspective, the Presidential Committee on Life and Safety will serve as a steadfast compass toward a sustainable, safe society where prevention and continuous improvement create a virtuous cycle. We ask for your continued interest and valuable insights.
